MinIo Proxy Setup #105

Create proxy for only localmode to enable MinIo to work via a proxy

This can only apply to MinIo because other overture services cannot use the sub-path approach

This is required for Overture MVP, but not for March 31 signoff, moving to Backlog for now

Path-based proxy implemented, MinIo tested on VM in local and server mode and working successfully, closing
