Display Existing/Previous Values When Re-Running Config Build #130

If re-running config build to update or change a config, we should display the existing/previous values so the user knows what is currently set and help them skip or re-use existing values where applicable

Tested on new snapshot:

On first/initial run of dms config build, when no config file exists, each question displays the recommended default in square brackets [ ]
On subsequent runs, once a config file exists, the square brackets successfully show the existing/saved value
