The firstUserAsAdmin environment variable needs to configurable and properly set depending on the deployment context (e.g. value = true for DMS, false otherwise).

Moving to testing, available in DMS 0.8.0

Tested in 0.8.0 and up, working successfully, first user is considered Admin and is auto-created then allowed to login initially
