Add Error Message Indicating User's Email Not Accessible #150

Similar to DMS-UI, Ego-UI should also show an appropriate error message when a user logs in but their email is not accessible/public (e.g. ORCID). Currently an error shows but is not clear to the user what the issue is and is not styled consistently with the overture styling.

Use same error message as DMS-UI.
