We would like to have the Visa Tab not displayed by default, but instead be enabled based on a configuration - like a feature flag.

[x] Visa Tab not shown by default
[x] Visa Tab will show when feature flag is enabled
[x] Documentation added to Readme to explain how to configure Passport Login button and enable the Visa tab
