Description of the changes:

DELETE data/{systemId} endpoint creates an Active Submission with the record(s) to be deleted
Active Submission operations(GET, POST, DELETE) now can handle mixed Submission where are records to be inserted or deleted.
Upload, Delete and Commit Submission endpoints perform a cross schema validation.
Swagger doc changes
