The Goal of this EPIC is to create a guided installer for the users, so that they can spin up the DMS portal on their machine. This will be step-by-step guided installer for for the administrators for installing the DMS portal and also guide for the users on how to upload/download, query and analyze the data from the portal.

@akachru-github should we close these old Canarie epics? New Overture work can be done under ITCR, or under new epics for Canarie Year 2. Don't want these lingering around, unless you want to re-use them for any Canarie Year 2 work.
