M2: Creation of the DMS portal for Canarie project #61

The goal of this EPIC is to create a DMS portal which will help the users to search and analyze data.

As a user: 1) Login into the portal and logout from the portal. 2) Have your profile page with your API token. 3) Query and search for Files. 4) Leverage the built in filter to further query your data. 5) Download both Open and controlled files. 6) have the ability to customize the logo and the lab name for the portal.

@akachru-github should we close these old Canarie epics? New Overture work can be done under ITCR, or under new epics for Canarie Year 2. Don't want these lingering around, unless you want to re-use them for any Canarie Year 2 work.
