Bump rollcall to 2.7.0 in ARGO Platform envs #61

In order to complete docker image migration to ghcr.io registry for rollcall app, it is required to redeploy rollcall helm charts in all ARGO Platform environments. NOTE:

Use image tag 2.7.0 or later.
Use latest rollcall helm chart version 1.4.0
If on re-deploying helm used --reuse-values parameter - make sure to explicitly set new location for docker image in values: ghcr.io/overture-stack/rollcall:latest

Enironments:

[x] ARGO Platform DEV
[x] ARGO Platform QA
[x] ARGO Platform STAGING
[x] ARGO Platform PROD

I've added Rollcall to the Dark Claw release to track its progress to staging and prod. Updated in Dev and QA today.
