Change DMS-UI Pipeline to Publish to GitHub Docker Repo #146

The DMS-UI pipeline is still publishing to the old Docker Hub repo, instead of using the new GitHub Docker repo. DMS-UI must have been missed during the migration to GitHub.

We need to fix/change the publishing destination.
