[bank] create IBAN bank account #9

Sorry for the late response here! For some reason I didn't get an email alert from Github for these - so I missed them.

Thanks for taking the time to submit these PRs! I've had a look at them and here are my thoughts:

Create IBAN bank account

This looks good - going to merge this in and release as part of 0.2.3.

Create transfer and create payout

Sorry - due to me completely missing your PRs, I've already implemented these. Just going to close these PRs off.

Create users with type

This wasn't working when I tried it locally. I think I know why - I'll comment on the PR.
