As a user, I would like to have more order options for new Additional IPv4 addresses:

ability to order directly for specified vRack network (like today it is available for IPv6)
ability to order without attaching to backend service (placing IPs on IP Parking)

I need this ability to more efficiently manage my public IP addresses.
