[Public Cloud Load Balancer] Fully managed Let's Encrypt certificate

Current situation

In order to set up a certificate with Let' Encrypt on Public Cloud Load Balancer, the user has to follow this documentation:

• use Let’s Encrypt client Certbot to generate a certificate,
• store the certificate in Openstack Secret Manager Barbican
• configure the load balancer listener with TERMINATED_HTTPS to use the certificate

New feature

As a user of Public Cloud Load Balancer with HTTPS termination, I want the service to set up and renew the Let's encrypt certificate for me.

Note : this feature will implement ACMEv2 API RFC 8555 so alternative ACMEv2 Certificate Authority should be supported.

Unfortunately no and since this topic has been going on for some time now see the associated openstack review, I will update the status to Acknowledged.

In the meantime, you will have to manage the certificate renewal yourself, I am sorry for that.
