[Public Cloud Load Balancer] Plan Upgrade / downgrade #418

As a public cloud load balancer customer, I want to be able to change plan (S / M / L) of an existing load balancer without downtime so that I can adapt my configuration according to the load.

I would love to see more abstraction so we can just perform our tasks through k8s just by adding an annotation.

@larsonnn I think the abstraction you are talking about will be implemented through #104 Beta of the integration between the public cloud load balancer (based on Octavia project) and Managed Kubernetes Service (MKS) should start in July through Discord in the channel #kubernetes
