Initial documentation and placeholder for support of OVS-DOCA in ovn-kubernetes

thank you @hareeshpc for your PR! adding docs is a really really welcome contribution. Please see https://github.com/ovn-org/ovn-kubernetes/blob/master/docs/features/template.md for a standard set of sections to incorporate

Also please change the mkdocs.yml navigation window so that this appears on https://ovn-kubernetes.io/features/hardware-offload/ovs_offload/ as a new page whenever this PR is ready

Changes unknown when pulling f72761028cdf9a94d2ff7e0aaea4200cdf7ae93c on hareeshpc:ovs_doca_doc into on ovn-org:master.

I got assigned the epic: https://github.com/ovn-org/ovn-kubernetes/pull/4409 so might as well take the docs pr as well

I can merge this as soon as https://github.com/ovn-org/ovn-kubernetes/pull/4409 merges so that we don't end up with docs for a feature that hasn't merged.
