Added simple version of viewing cost matrices as images #20

This PR adds a simple web page to preview the cost matrices. To see the viewer, run the webpage locally, see readme.

The image of the cost matrix can be uploaded to the web page and OnHover shows the zoomed in version of the cost matrix.
