Show error if the REST URL is misconfigured #49

In case of misconfiguration (in config.js, rest url), or if REST server is down, an error should be displayed to help the user

If the server is down, then at some point the login screen will be presented. However it does not really help guess that the server is down, maybe a page reload could help (then the user will see page not found).
