Translation to brazilian portuguese #29

Hello friends,

I'm one of Belo Horizonte chapter leaders, from Brazil, and we have some mates here with intent to translate SAMM to our language. We did a translation for API Top 10 Security Risk, forking the official repo and after working on it, return the content as pull request, with a "pt-BR" directory.

I've look to instruction for contributions, but I can't find nothing specific for translations. There is some instructions to conduct this translation of SAMM?
