ppa for ccat #32

@jingweno @astubbs I've created a ppa for ccat, will only do stable releases for it. If it's to everyone's liking it can be added to readme (I can make PR later).

sudo add-apt-repository ppa:twodopeshaggy/ccat

I've made a build for each ubuntu version (Xenial, Vivid, Precise, Trusty, and Wily series), everything should be working. Save for not being fully published yet. Takes time to sync up, it should be done a bit after me posting this. If you find anything wrong, or prefer for someone not to package this let me know.
