Add a flag to allow a custom authorized_keys file for the uptermd

Hi, I wanted to ask if there is an option to use an authorized_hosts in the proxy to regulate the connections for the upstreams ? So that you can regulate who can create an upstream.

If not here is an implementation that can be used for something like this.
