Description:

This pull requests fixes #62, by transcoding all video files on import. It also adds a new dialog for setting video resolution and frame rate when creating new projects.

Make sure to describe (where applicable):

New dialog when creating new projects for video settings
This breaks the binary format of projects, so old projects won't be able to opened
