People fully vaccinated in Cuba #2053

The Cuban health authorities currently report data for Soberana 2, Soberana Plus and Abdala. Soberana 2 is a 2-dose protocol, Soberana Plus is both a 1-dose protocol and used as a booster to Soberana 2 and Abdala is a 3-dose protocol (see WHO vaccine tracker and information here and here on Soberana Plus as a booster).

The last data points are for 2021-10-07 (source). They suggest: (A) People vaccinated with at least 1 dose (=people_vaccinated): 9.6 million (B) People vaccinated with at least 2 doses: 7 million (C) People vaccinated with 3 doses (=people_fully_vaccinated in OWID): 5.8 million (D) People fully vaccinated: 6 million

As also reported here, (A) includes single doses of Soberana Plus when it is treated as a single-dose protocol ("En primera dosis se incluyen los vacunados con SOBERANA Plus como dosis única").

Based on this info, the issue is that (C) should not be equated with people_fully_vaccinated. Doing so would exclude: (1) people who completed 2/2 of Soberana 2 without a booster (currently counted under (B) and presumably (D) unless the authorities treat full vaccination as having received 2 shots of Soberana 2 and a booster shot of Soberana plus, which wouldn't be the standard practice internationally as full vaccination refers to the standard protocol not the boosters). (2) people who completed 1/1 of Soberana Plus as a stand-alone vaccine and not a booster (which is currently included in (A) and presumably (D)).

If indeed (D) includes (1) People who completed 2/2 of Soberana 2 and didn't take a booster of Soberana Plus (2) People who completed 2/2 of Soberana 2 and did take a booster of Soberana Plus (3) People who completed 3/3 of Abdala (4) People who completed 1/1 Soberana Plus as 1 a stand-alone vaccine and not a booster the fully_vaccinated should use (D) as the datapoint.

Unfortunately, I am not sure whether (1) is included in (D). It would be ideal if the authorities display information on full and partial vaccination that distinguishes between Soberana 2, Soberana Plus and Abdala. In the absence of more information would take (D) at face value.

Thank you @fibke ! (D) is indeed the most likely correct value, given the wording of the source. This particular sentence with "Tienen esquema de vacunación completo N personas" also wasn't there until a few days ago, so I'm guessing that they likely added because it provides the correct value for people_fully_vaccinated, whereas counting 3rd doses probably wasn't right.
