Update LIS, integrating the four latest versions (Sep 2023, Dec 2023, Mar 2024, Jun 2024) Main issue https://github.com/owid/owid-issues/issues/1557

The code is mainly an update to use tables instead of dataframes and use the new metadata structure.

As I described in the main issue, my user seems blocked in the LISSY platform, so I can't update percentile files yet (this data is currently not used at OWID). I hope to get an answer from LIS soon.

Thank you @Marigold, I think it's fine. The code has been reviewed before in its non-origin version, so we are good!
