:construction: Draft PR for branch road-safety

The WHO has a Road Safety report which comes out every 3-5 years. They collect numbers of road safety indicators and estimate total fatalities.

Tasks:

• [ ] identified WHO road safety dataset
• [ ] get it into the etl
• [ ] think about whether to include previous reports as well
• [ ] build some charts that might be interesting
  • [ ] total road fatalities
  • [ ] road fatalities per registered vehicles/ population or similar
  • [ ] status of legislation around e.g. drunk driving, seat belts, helmet usage
• [ ] figure out whether OECD data has an error and reach out if that is the case
