OxCGRT improvements

1. Add continent-counts of countries in different levels for variables:
   • Restrictions on public gatherings: grapher/covid/latest/oxcgrt_policy/oxcgrt_policy#c4m_restrictions_on_gatherings
   • Face covering policies: grapher/covid/latest/oxcgrt_policy/oxcgrt_policy#h6m_facial_coverings
   • International travel controls: grapher/covid/latest/oxcgrt_policy/oxcgrt_policy#c8ev_international_travel_controls
2. Improve description_key. No need to specify what each numeric value means as a separate element; can just have these as one element.

EXTRA:

• Add option to ignore historical countries in list_members_of_region
• Function to get dictionaries mapping country names to continent / income groups: geo.countries_to_continent_mapping and geo.countries_to_income_mapping.
• Add option to add more countries in misc.expand_time_column
