Chart annotations can be difficult to read

In this chart, the annotation in the chart area is difficult to read because the lines are plotted on top of it

Expected behaviour

Marwa's suggestion: "Would it maybe be better to have the text as the 'front-most' element and add a thin white outline to it? Then if the user hovers on the line(s) that is overlapping with the text, it would be highlighted and brought to the the front?"
