Structure repos #1

I've adapted most things from the energy-data repos. Joe said that it's likely that we'll have several files, not just one. If so, then to begin with we shouldn't call the data files owid-poverty-data but pip-dataset.csv. But we can change that later, once we have all the code in place.

Thanks, @pabloarosado. I think the structure makes sense. I will tell you about the details I would need to adapt to have my code here, but I will try to follow most of this.
