We need to support the administration of vouchers for administrative users.

Backend:

[ ] List vouchers (with partial text searching)
[ ] Total voucher metadata
[ ] Create/patch vouchers (code, balance)
[ ] Revoke vouchers

Frontend:

[ ] Listing of vouchers (with search)
[ ] Creation form for new vouchers
[ ] Edit/Delete form for existing vouchers
[ ] Handle pagination/metadata that the backend exposes
