Unify CI builds into one workflow. #92

The deploy job depends on both linux and windows builds, so both OS builds must succeed before any wheels get uploaded to PyPI.

Additionally, the unified build workflow presents more cleanly and clearly within GitHub and has a job set up for including building docs.

Accidentally accepted before realizing merge conflicts. Fix in pull request #93.
