Support individuals as values of annotations #139

Obsolesence reasons are a very important piece of metadata to document why a term was obsoleted. These are represented in OMO as OWL Individuals.

Right now, OBO format is not able to reference a named individual as a value of an annotation, so it pushes everything in the owl-axiom header.

The current workaround, using IRI syntax for the values but otherwise removing all Indivdual declarations, is very unsatisfactory.

Seems this may not be an OBO issue after all..
