The order of clauses in the header is not specified for the 'ontology' clause.

OBO-Edit seems to place it a the end of the header.

Specifying the order of clauses is a bad idea - it makes the format brittle. At 
most, one can give advice that tools that tools should consider ways of 
maintain stability in roundtrip, for instance by sorting.
