Sort order for clauses of the same type #57

OBO-Edit seems to sort clauses of the same type (e.g., multiple synonyms) in 
case-insensitive alphabetical order of the clause values.

This behavior is required to minimize changes during round trips of existing 
OBO files.

As with issue 56, this needs to not be defined by the spec, but rather given as 
advice.
