code request: the obof writer should follow the OE writer and place the 
is_obsolete tag before created_by/creation_date

spec request: the canonical tag ordering doc lives with the guide not the spec 
- should be moved over, and checked to ensure all new obof1.4 tags are present

Fixed sorting in oboformat writer for obsolete tag. Also updated spec with 
recommended sorting of tags in typedefs.
