t(String) not defined #74

Missing from spec. Should probably handle issues around use of language tags. 
That's missing too - how to define language tagged strings. 
In addition, the constraint that the name field can have at most one value 
interferes with the ability to have parallel language specific names.

Also note that although there is a reference to BCP 47, it is cited where the 
manchester syntax reference should instead be, and there is no appropriate 
place to cite it that I saw.
