Need for a property to record evidence #81

Granularity needs to be at the assertion level, for example to provide the 
evidence that a particular protein type forms a subunit of a complex. This 
should be an annotation property so it can be applied to axioms. Evidence 
itself ought to be a structure so that it can be of different types, for 
example to allow the association of a paper. 

TODO: Check about coordination of ECO and OBI to see what they have done.
