Annotation values for the consider annotation are currently legacy ids. Since
one will typically want, in an application which does anything other than
present this to a user, to reference information about the target term, one
must know the rule for converting a legacy id to a new URI.
I'd suggest that this not be the case, since the items to consider are live
terms.
