Not counting #en_only synsets #167

Create a way of voting on synsets that are "English only" -- we know they don't exisit in Portuguese -- #en_only, so that they are not counted when we try to discover missing synsets.

For example we know we have 16 emotion verbs that are empty. of these 16 verbs many do not really exist in Portuguese, like the verb "to buffalo" http://wnpt.brlcloud.com/wn/synset?id=01780010-v a few Livy has to vote still.
