Upgrade version of ImageMagick to include HEIC support #18

The web UI of dockerized OC does not know how to display HEIC images (users would have to download the images, instead of being able to view thumbnails or whole images in their browser).

Here's what's included in the docker image using the Ubuntu apt-get installation of Imagick / ImageMagick:

Notice that it does not include HEIC support. Can we pull a more recent copy of ImageMagick or build from source so as to include HEIC support?

Compiling it on our own is not an option for this docker image, we stick with packages.

As we are already using the ubuntu 19.10 php packages for the recent owncloud version there won't be a more current version available.

Looks like the only option you got is to use a custom fork or to do it on your own within the hook folder to do it your way at container start.
