phan 2.7 in all repos

phan 2.7 supports PHP 7.0 to 7.4 properly.

• update phan to 2.7
• in those repos where it is already passing and running in CI, adjust code and/or settings to keep it passing
• if it is quite easy to enable it and make it pass, then do that. And reduce codestyle to just the default of running 1 time
