Update .drone.star and PHP phan in oC10 app repos

1) Update .drone.star to have the latest starlark code related to download test functionality. Use the starlark code in the activity app as the source. See example in PR https://github.com/owncloud/activity/pull/1027

2) Bump PHP phan from major version 4 to 5 in vendor-bin/phan/composer.json in oC10 app repos that are using it. And try to fix any new things that it reports. See example in https://github.com/owncloud/admin_audit/pull/393/commits/becace6b5a20d49051eb2f0719f1d82ef9c1916d
