[tests-only] [full-ci] CI changes to .drone.star and composer #581

bump composer dependency
apply latest .drone.star changes from activity app
add Makefile rules for phan and phpstan so those can be run locally
apply some easy code cleanup for "unused used statements" etc. that phan and phpstan reported

There are too many other things reported by phan and phpstan - this is not the time to try and sort through all of that. At least the PHP analysis tools can be run locally by anyone who wants to investigate their results.
