Update .drone.star and drop PHP 7.2 #193

Part of issue https://github.com/owncloud/core/issues/39134 and https://github.com/owncloud/QA/issues/687

Note: composer.json has not been updated. It still tries to support old version of PHP and ownCloud core.

The CI only runs test pipelines with the later PHP 7.3 and/or 7.4
