Add quota description #483

Fixes: #49 ([Desktop] Explain Quota in FAQ)

Add a description in the troublshooting guide FAQ to explain quotas.

Note that there is an open question in the referenced issue that may change one point in the text slighly.

Backport to 4.0 and 4.1

Fixed. Note that we still need to fix content like with regards to data usage on the local disc.

@phil-davis @EParzefall mind to have another language review, there were more changes with the last commit than expected.
