Description

Update drone starlark to use owncloudci/wait-for and PHP7.4

@kiranparajuli589 the starlark code here is quite different from what is in the activity app.

See a demonstration in https://github.com/owncloud/activity/pull/1041 that shows the differences.

Please use the starlark code from the activity app. (And let me know if you find that it is not correct)
