twofactor_totp app appears in Personal => Security section for a guest user even when it is not whitelisted. Guest user can mark the checkbox but no further actions happens.

I suspect we might need to internally blacklist the totp app as well.

Hmmm I wonder if we can/want 2FA for guest users as well some day... @pmaier1

Just to clarify, 2FA works for guest users if we whitelist it. The ticket is related that we should hide that section when 2FA is not whitelisted
