adding moodle code checks in github actions #102

This PR adds GitHub actions to do some code checks and contains fixes for errors given by the checks.

I've made few changes to the yml file provided here: https://github.com/moodlehq/moodle-plugin-ci/blob/main/gha.dist.yml

the changes are:

removed behat tests because we already do those tests in drone ci
running the tests against moodle branch MOODLE_402_STABLE and MOODLE_403_STABLE with
