Changelog testing

• [x] Settings -> Admin -> Additional has checkbox [ ] Enable Zotero for all users
  • [x] ~when disabled, users can edit documents normally~ #527
  • [x] when disabled, Settings -> Personal -> Additional says zotero integration is disabled.
  • [x] When enabled, users see in Settings -> Pesonal -> Additional an entry field for their zotero private key and some instructions.
