[QA] index:update does not crawl received federated shares

Seen with search_elastic v2.2.0-rc.1 on server 10.12.0-rc.2

• Create a server test.jw-qa.owncloud.works
• Checkbox [ ] scan external storages is off (per default).
• At demo.owncloud.org share the Photos folder with admin@test.jw-qa.owncloud.works
• As admin@test.jw-qa.owncloud.works accept the share.
• Enter the shared folder, add a text file with some lines of text.
• Run occ search:index:update
• Try search for some contents of the newly added text file. Nothing appears. BAD
• Tick the checkbox [x] scan external storages.
• Change the text file.
• Re-run occ search:index:update - search for the new text, nothing appears. BAD

Workaround:

• occ search:index:reset
• occ search:index:create
• now the new text appears in the search.

• Should the update do less than a fresh create?
