Search with doublequotes also matches unrelated filenames

Seen in 2.4.0-RC.1
Search for
"raths"
The word 'Rathsbergstr' is not found. The quotes prevent prefix match. OK
The word 'Raths' in my jabber.txt file is found. OK
But files and folders are listed too, which are unrelated to this search. BAD
