[tests-only] Remove githubComment and unused earlyFail from drone CI

It is no longer possible to post a GitHub comment when an acceptance test pipeline fails. The token is no longer available to PRs. So remove this from CI.
The earlyFail setting is not used any more in the code, so remove it.
